Do the economy-class seats in the front of airplanes really have more legroom?

I read an online guide with travel tips that said the seats in the front of planes have more legroom…assuming the writer wasn’t an idiot who didn’t realize she was talking about business class, is this really true? (or does it depend on the airline?)
